Collaboration of PVEIs with employers

Within the framework of the project “Poverty alleviation in Tajikistan through education and non-formal training” funded by the European Union was organized regional roundtable on the topic “Cooperation of primary vocational education institutions and employers”, which took place on October 1, at the Cafe “Gulshan” of Khujand town. It was devoted to the problems of employment of graduates of vocational schools.

The participants of roundtable were employers, representatives of agencies of social defense, defense of population and labour migration of target cities and districts, representative of the Department of Education, Department of Social Defense, Defense of population and Labor Migration of Sughd region, directors of target primary vocational education institutions (PVEIs) of the region, as well as Executive Director of ASTI and project staff.

Project manager Farrukh Zohidov made an opening speech and presentation on the topic “Cooperation of primary vocational education institutions and employers”. He noted that the relation of PVEIs with employers in recent years differs from 70-80 years. Year 1991 was an important historic stage for all the republics - members of the Soviet Union. Each republic became a separate country. In early September the same year the Republic of Tajikistan declared its independence. Along with the collapse of the Soviet Union the economic relations between the republics were severed. A huge number of industrial enterprises in the country remained without raw materials and ceased to function. Thousands of people became jobless. There was a market economy with its basic principle: the need stimulates production. Civil War had negative impact on the economy. In a search of work, people began to migrate, but migration had its difficulties. To solve these problems national programs on poverty reduction and unemployment, as well as retraining and education of professionals were developed.

As the chief of institutions of PVEIs at the Department of Education of Sughd region Solijanov A. noted, for the past years there has been the shortage of personnel in key sectors of the economy, though every year more than 20 thousand graduates of secondary schools and PVEIs go to the labor market of the region. There are 23 schools and colleges on the territory of our region, but the demand for highly qualified workers has not diminished. There are 28 universities and 63 institutions of PVEIs in the republic, these universities annually prepare about 156 thousand personnel with higher education, and institutions and PVEIs over 20 thousand, hence one working specialty accounts per 7 heads with higher education.

Also at the round table employers, representatives of agencies of social defense, defense of population and migration made speech.

The outcome of the roundtable were appropriate recommendations to the Department of Education, trade unions, heads of enterprises of all ownership forms, and educational institutions.

Such round table was held in Dushanbe September 17, 2010 in the Trading Center "Poytaht, where participants were employers, directors of the target cities and districts, as well as representatives from the Ministry of Education.
