Report on the analysis of the situation in the targeted area of villages Maksad (Kyrgyz Republic) and Kalacha (Tajikistan)

Geographic location of villages Maksad-Kalacha is the cause of special relationship to them from the representatives of both the Tajik and Kyrgyz sides.

These villages are the frontier between the two republics, and there is a plot that is currently not legally assigned to any claiming sides, so it is so-called disputed territory. This boundary in reality has been so conditioned that even 20-25 years ago, according to the call for the reclamation of unutilized lands (according to the statement of one of the participants in the focus - group) families of Tajik citizens living along the road-border have progressively started cultivating the lands on the other side of the road.

Taking into consideration that our main aim was to identify those problems that can cause cross-border or inter-ethnic conflict, we attempted in the given conclusion to divide the existing problems to: problems that can lead to conflicts emergence and the problems that do not present such a threat.

From the large list of problems the most conflict-causing can be considered the problem of migration of Tajik families and their residence in the disputed territory, construction of water supply structures and irrigation of the vacant lands in Kyrgyzstan.

If the problem of garbage and water pollution can be solved, (as the people and representatives of the authorities say), and international and national organizations helps to solve the problems of poverty by providing loans and supporting initiatives of the communities, and it is not a challenge if both parties have a desire to, so the above-mentioned conflict-causing problems in fact are really very difficult to solve and require a comprehensive study and careful approach in selecting the means to prevent or resolve conflicts ...

Summing up the project - Round table in Dushanbe
