The Network of Public Analysts

Since 2008 ASTI works to involve civil society organizations in implementation and monitoring of the PRS and further institutionalization of public monitoring system through established network of national analysts. Members of the Network for the period of work have gained certain knowledge that will help them collect and analyze qualitative information on the implementation of development programs.

Delivery of advocacy skills to the representatives of organizations of civil society and their activation in the process of social monitoring will develop and implement a mechanism for direct participation of population in the assessment of quality of life and to get accurate information from the field about all changes taking place due to the implementation of national development programs.

In the period of the previous project (2008) the network of public analysts was established from the most active target group of organizations, where members of the Cooperation Group work. In total 60 people were selected as public analysts. When selecting Public Analysts we catered for the criteria developed during the working meeting of organizations - partners. Public Analyst can be a person who resides in the given territory, has been actively involved in the community life, has a higher education, and possesses the Tajik and Russian languages.

The activities of Public Analysts have coordinated by organizations - the Partners of Cooperation Group. Overall coordination was carried out by a specialist working with the public analysts of the project. Public analysts collected and sent information about the impact of development programs on the inhabitants to umbrella-type organizations of the Cooperation Group, where received information was processed. Methods of data collection by public analysts were their direct observations of the population life and questionnaires.

At the end of the project period there was prepared and written analytical report on the impact of development programs of the country on the quality of population life.

Since April 2009 has began the second phase of the project activity under the title: "Promoting the participation of Civil Society in monitoring the National Programs of Development".

The project will involve participation of the network of analysts, consisting of at least 60 people, for assessing the standard of living in the local communities.

In this direction there will be conducted joint work of Public Analysts’ Network and partners of Cooperation Group. Public Analysts with a systematic consultation of Cooperation Group organizations will conduct periodic metering of the impact of the PRS implementation on the level of a specific family in the regions - filling Passports of selected families and maps for measuring quality of life in the local communities.

To increase the capacity of Public Analysts there will be planned the workshops "analytical thinking" and "Monitoring and Evaluation" with the participation of representatives of the Cooperation Group, as well as individual consultations will be provided on necessity.

Participation of representatives of Public Analysts at the meetings of the Cooperation Group will enable them to acquire the necessary skills to work with strategic documents.

During the project period it is expected to expand the network of Public Analysts, which will extend the territorial coverage and monitor the impact of development programs to greater number of population.

Meeting with project team

On December 4, a meeting was held on community safety issues in Somoniyon village. Project staff wanted to make sure that young people fully understand the process of community safety and can determine the security issues of target communities.

4-day trainings were held at the Innovation Laboratories

From November 3 to November 11, in the target districts of the Sughd region, within the framework of the program "Skills of the 21st century for the transition to work life", 4-day trainings were held at the Innovation Laboratories, which are located on the basis of the CAEs.
