Component 2

The project "Promoting the participation of civil society in monitoring national development programs "  is realizing in the framework of the program  Support of Civil Initiatives" in the Republic of Tajikistan (USAID).

This project consisted of two components:

Component 2 of the project was aimed at promoting regulatory base of  civil society participation in monitoring of the PRS implementation.

This task is urgent because of the NDS and PRS, as important legislative and legal instruments for addressing poverty reduction, provide for broad participation of civil society in addressing the problems of improving the lives of the people of Tajikistan. But, despite the fact that, the participation of representatives of the Civil Society  in monitoring the implementation of the PRS is prescribed in the document itself, there is no clear mechanism to ensure the participation of Civil Society  as an equal partner in monitoring the PRS.

Based on the conclusions made in the process of implementation of the program activities of Cooperation Group partners have revealed  that the existing regulatory legal base in  legislation of RT, providing participation of Civil Society  in monitoring PRS is accepted   by the key “players” of  monitoring and evaluation system of the  PRS differently.

In this regard, the project has conducted a professional analysis of regulations RT, performed by the “Bureau on human rights and rule of law", on the basis of  which analysis report has been prepared for subject of study  the legal prerequisites for participation of Civil Society in  monitoring of national programs.

Based on the analysis performed by jointly efforts  of the Cooperation Group  partners (12 NGOs from different regions of the country) with the participation of the lawyer-expert has developed "The situation on the participation of civil society organizations in monitoring the country's medium-term development programs." The document contains practical aspects of the participation of CSO, governs the interaction of key players of monitoring and evaluation system, and reflects the basic functions and roles of CSO in the implementation of public monitoring.
